One fan setup for a card like r9 280x its normal to for the card and the case to heat up.

a recommended setup is 1 front intake fan, 1 rear exhaust fan and 1 top exhaust fan minimum for a gaming pc.

It doesn't make sense to heat up because of a PSU. If the CPU is using a stock cooler than it is normal to reach high temps. The GPU also can gen pretty hot especially in a PC case with a bad airflow. Do have enough case fans?

No low end PSU doesn't heat up the PC the PC heats up because of lack of proper air flow inside the case the cpu heats up if you oc it on the stock cooler (amd cooler are crappy even at stock clocks) and while playing gfx intensive games the card and the cpu both heats up so if your case doesn't have proper ventilation then the system could heat up.
