Non gaming pc which will do basic stuff (emails, web surfing etc...) for under $700 which will last long time

Basically, i recently built my first gaming pc and it turned out really well and i really enjoyed the whole prcoess of building it. My mum is now in desperate need of a pc and i enjoyed building mine so much i want to build one for her as i want to learn even more about building computers and so this time im going to be using a micro ATX case. she wont be doing anything very straining to the pc apart from transfering all the family photos we have for the past 20 years and so i was wondering if someone could recommend me a build for under $700, including a monitor.
The pc needs to run quietly, be in a micro atx case and have has to last for at least 4 years, will be running on windows 7 and have at least 4 tb of storage. Thanks

i run 2 cores at 2.1 ghz on my second pc , whats wrong with that ? it can handle mild gaming & web surfing

I have a sister that had purchased a computer for these purposes a year ago. Just recently she sold the computer to a grand kid , and bought a tablet (an Apple IPad Air ~9 inch tablet). It does all of the function, plus it is lightweight and can be used from her recliner. It is another option that she may prefer over a desktop PC and at less cost.

And she can use it as a reader for online books.
