I have a new desktop that i bought prebuilt, it has a gtx 770 GPU and a intel i7 4770 CPU @ 3.4 Ghz, 16GB ram, 600W PSU, and ive had this problem, that whenever i play semi-new games (it seems to happen more the more demanding the game is, havent seen it in duke nukem 3d for example), i get these really short freezes, (like 0.5 - 1 second), seemingly at random, i've read that it could be caused by a problem with background processes, but seeing as i cant even start games in safe mode because my GPU gets disabled, i would like to know how to figure out if its software or hardware related.

Try razer game booster that kills the processes in the background http://www.razerzone.com/fr-fr/cortex/game-booster

Are you running games at a locked 60fps?

Your monitor has a refresh rate of 60hz and can only ever display a true 60fps even if fraps or benchmarks tell you your system can produce a lot more (which I certain it can with 90% of games). If you are running at an unlocked frame rate and you are hitting averages of 100+ fps you are likely suffering from screen tearing. lock all your games to screen refresh rate and or 60fps. A lot of games have a Vsync option that will do this for you, however I am not the biggest fan of the option. So I use Radeon Pro, find out whatever the equivalent is for Nvidia and create your own game setting profiles.
