I'm looking for a PC to run games like:
Budget:450-500-550$ CAD

Minecraft
Garry`s Mod
Battlefield 4

I will be using this PC to Edit and or Record|Make videos.
720p If that is possible.

I live in Canada therefore It would help if you could add shipping cost if they apply.

Also I have also been looking for a new laptop and it would be for the same purpose so if you could find a laptop for what i need but have a hard time with doing so with the PC, I would also appreciate that.

Well Minecraft and Garry's Mod are no problem and lucky for you BF4 supports AMD Mantle so for that price budget I highly recommend building and APU based system or full AMD budget rig.

APU based system:
Motherboard: Asus A55BM-E
APU: AMD A10-7700K
RAM: Just the cheapest 8GB you can find but NO LOWER than 1600MHz because APU's need the fastest RAM you can find.
PSU: Just a 350-400 Watt 80+
Case: anything you want, I recommend Fractal Design Core 1000
Hard drive: Western Digital Caviar Blue WD10EZEX (or anything you have lying around)

This should fit in your budget but I'm not 100% sure you can work around it if you have to.

Budget traditional build:
Motherboard: GIGABYTE GA-970A-D3P
CPU: AMD FX-6300 (Can buy FX-4300 if you want more to spend on your GPU)
Graphics card: R7 260X (doesn't matter what band, can get an R9 270 if you save on the CPU but you said you wanted to do content creation witch is taxing on your CPU)
PSU: at least 400 Watts
Case: Again your choice but the Fractal Design Core 1000 is a good choice
Hard drive: Western Digital Caviar Blue WD10EZEX (or anything you have lying around)

This is a pretty decent build for $550, and it is in CA dollars. I added a cpu cooler, so you could do a bit of overclocking if you want, and also it helps keep the cpu cool quite nicely for it's price.
