Random Lag Spikes?

So I've had my computer about a year (bought it prebuilt and added a better video card). It's a Dell XPS with the following specs:

i7-3770 3.4 Ghz Processor
8GB DDR3 1600 Mhz RAM
GTX 750ti Superclock Graphics Card
1TB Western Digital Hard Drive
450W Dell Power Supply
I'm not sure about the brand of the motherboard or DVD drive.

Over the last few months I've started having what seems to be hang ups at different times. Sometimes the music I'm playing in the background will suddenly stop for a moment and then start again. Sometimes when I press the pause hotkey on my media keyboard it'll pause for a moment but then go right back to playing instead of staying paused. Other times I won't even be playing music and suddenly the game I'm playing will hang up for a second and then suddenly speed right back up and play fine.

My question is what could be causing this? I got the GTX 750ti graphics card after the problems started and while it's made the system faster it hasn't eliminated the issue. Maybe it's time to get a new system? Seems like an awful waste of an i7 processor to not try and fix this though...

Before, that's one of the reasons I got the new GPU because I thought it'd fix the problem. It's helped a lot in speeding up my computer but hasn't fixed the problem. Also, I've run every diagnostic tool possible and nothing came up in the diagnostics. I've even went as far as to run the diagnostic tool that came on the motherboard.
