thinking about trading up to i3 4160 from haswell pentium..will i notice a difference..the i3 4160 is 100 bucks at microcenter....thanks

It will vary depending on the task. The i3 will give a slight boost in everyday tasks, but things such as gaming and editing should receive a significant improvement.

i would go for i3 4160 . Faster at stock clocks . Furthermore 4 threads vs 2 threads .

You will likely notice the difference.

If your motherboard is capable of overclocking a G3258($60 at mc), that would be a stronger upgrade for much less.
Check your motherboard cpu support specs, you may need a bios update.
