LAN settings in control panel won't stay /apply

So recently my laptop won't apply its LAN settings, like in the control panel>internet properties>connections>LAN settings. I have to use this laptop for school but i need to change some of the settings like the port and the address and activate both the "use proxy server for your lan" and "bypass proxy server for address". Whenever i click ok it doesn't apply, when i re-open the lan settings again, all the settings disappear, which means that i cant use the laptop at school

NOTE: the laptop worked before at school with no problems, it just happened like 3 days ago. Also im not sure if this was there or not before but at the bottom of the control panel menu for the network properties it says "some network settings are managed by your system administrator". The weird thing is that i am the admin on this laptop, and there is only one user on here which is me. So what i did was do the regedit thing to see if my account was given full access to the computer, and it is, so what gives?
