I'm building a new rig and I'm going to put Windows 7 in it. Without updates W7 won't recognize 3.0 problem is my case only has 3.0 slots. Is there like an adapter I can buy?

The motherboard itself doesn't have USB 2.0 slots on the rear I/O panel?

You need USB 3 drivers for Win7 if you want to install it. If you're using a USB 3 port
