Choppy / Delayed Video, Audio not affected

Evening all,

I recently had to swap out my mother board and GPU due to a spill incident. I decided to upgrade my GPU at the same time, and got an equivalent mobo to the one I fried (the fried one is no longer manufactured).

There were no problems with booting up, drivers were installed and updated and things were running smoothly. However, when I watch videos on Youtube, and Steam videos will NOT play well enough to watch. Buffering is not the issue as it is always buffered ahead by minutes.

The picture stops for 1-60 seconds at a time, sometimes once a minute, other times a faster stutter. I've reinstalled Flash, reset my bios to factory defaults, reset GPU to defaults. I've used different browsers and increased virtual memory size for all drives from ~8gb to ~12gb.

None of this has helped solve the problem. I am not sure if this is a problem with AMD Catalyst or MSI Gaming App. Can anyone assist? Specs below.

GPU: MSI R9 270x 2gb 256-bit GDDR5

MEM: G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)

PSU: CORSAIR CX series CX500 500W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply

OLD GPU was EVGA 01G-P3-1556-KR GeForce GTX 550 Ti (Fermi) FPB 1GB 192-bit GDDR5 PCI Express 2.0 x16
OLD MOBO was GIGABYTE GA-970A-DS3 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard
