PC-System is screwing my mind.

Hello to everyone who is reading this.

I have a problem with my PC, everytime i plug in my GPU (Powercolor Radeon HD 7850 2Gb GDDR5 OC-version) i get horizontal flickers and most of them end up in a frozen bizzar shifted screen in the color of my latest Deskop background. I once googled for a solution and tryed them.
Here is a list of things i have tryed yet:

Upgrade CCC (14.4, 14.9, downgrade to older one that came with the PC, latest beta version)
Replacing the PCU with a better one (from 500w to 630w bronze 80+)
Increasing 2D-tacts on the GPU from 2D = 300/150 to 500/800 and 3D = 860/1200

But this isnt my only problem:
Sometimes when i shut down the PC with the a mouseclick, the PC turns back on after going off, (not sure what it is, but it must be something that sends a signal back to the PC to wake it up, also a reason why i replaced the PSU).
My third problem are some random crashes when i turn the PC on, i get a error report giving me every time random errors (this morning i got "MEMORY-MANAGEMENT", most of those errors come with driver issues)
It cant be a Monitor problem because the problems come with other monitors too)

My system specs:
OS= Windows 8.1 64bit
Mainboard= Gigabyte ga-h81m-d2v
RAM= 1x 8gb DDR3 1600
CPU= i5 4440 3.10GHz
GPU= Powercolor Radeon HD 7850 2gb GDDR5 OC-version
PSU= BeQuite 630w bronze 80+

PLEASE, help me.
I dont want to waste any more money by buying stuff that doesnt help me.
tell me what to do to get rid of this damn problem.
