h100i fans question

I have a h100i on a push config.

Without the fans running, my OC panel shows a temp of 45-50 degrees celcius.
First question: is it not a good thing to turn fans off even if it only reaches a max of 50?

My idle temps is:
30-33 degrees with fans running at 1300-1350 rpm. I am using noctua nf f-12 3000 rpm but even with prime-95 stress test, it can only cool it down to 88 degrees celcius and my 30w channel fan controller can only push one noctua fan to 2800 rpm.

My OC config:
4770k
x44
@1.3v

Hyperthreading is turned on.

When playing bf4 only high settings on a 2560 x 1080 res, I get a temp of 50-55 degrees.

Second question: Is my h100i performing according to its specification or is it underperforming?

I have not changed the thermal compound that was already included on the heatsink and although corsair link is connected to usb header, both the noctua nf-f12 3000 ppc fans (attached to the radiator) are connected to Lamptron FC5 V2

Third question: Why can't my fan controller power up the fans after booting from a shutdown? I find myself the need to turn up the knob to the max voltage just to get the fans to spin then turn it down to a minimum of 1300 rpm, any less than that and the fans will stop spinning. It is quite annoying that I have to do this all the time and most often I forget to even do it and left with the fans not spinning when using my pc.

I thought it was just because of the 4th pin (Lamptron only provides 3 pin connectors) so I had a read around and it seems that 4th pin is only used for controlling the fans with connected to the mobo so that doesn't seem to be the case.
