Mouse Pointer - Squiggly Lines - Fresh Install - Bad Video Card or what?

Trying to salvage an old HP Pavilion DV6-1253cl laptop. The laptop was running Vista Home Premium 64 and the owner said he was on Skype when suddenly the screen "got weird" and the laptop locked-up. Said the system had been acting odd for a while.

I've since replaced the HDD and installed Win7 Pro 64 (reformatted) . But as soon as I get to the, "Set Up Windows" screen, a small square of squiggly lines appeared around my cursor and the lines follow the cursor around (the original owner reported seeing this before). When I hover over a text box and the cursor changes to an I-beam, the squiggly lines go away. When I move off of the text box and the cursor becomes a pointer again, the squiggly lines reappear. Again, this is with Win7 Pro 64 on a freshly formatted and different HDD.

Also, occasionally the screen goes black and won't even show during the POST on boot. But if I plug-in an external monitor and reboot, both the laptop and the external monitor show an image ... though the squiggly lines around the cursor still appear most of the time.

Guess I'm wondering if I'm dealing with a bad video card or something more nefarious. Any thoughts?
