You are looking at a 600w psu to run a R9-280X.
The pc specs are silent on what FX cpu you have and what psu capability you have.

Maxing out will depend on the game and how well multithreaded it is. Most games rely on fast cores which the fx does not have.

Looking at the case, it does not seem to me to have much airflow, so using a hot card like you linked may result in overheating and reduced performance.

I would look at a slightly more expensive and stronger GTX970 with a stock blower cooler and a 500w psu.

I would definitely go with NVIDIA if you can afford it.

With that build you'll see high-very high settings in most games at 1080p at 60 FPS anything higher then that you may see FPS drops.

You may also see FPS dips in CPU intensive games.
