Is there a good program out there that will scan your computer for the processes that run at startup, and recommend which of those processes should be disabled for quicker startup?

There are programs like that - however, no one understands your computer like you do. This thread explains how to find the startup programs:

I would look manually at what is starting up - and Google the items to see what they are - be careful about disabling things or removing them - as often things are cascaded and dependent upon other things starting. You can see what options are being loaded - if you are unsure you can ask about them here - maybe someone could help.

I can suggest u 'Tune up Utilities'.I use 'Tune Up Utilities' for disabling start up items and it's really worked out.
