Recently I found the process "services control app (32 bit)" has been using large amount of cpu at idle, around 18%, of my i7 4790.
After using msconfig.exe to try and find the culprit, I found disabling the "DHCP client" service solves the problem, but cuts out my internet, not really a solution.
Some small points:
1. usually my response is to just delete the services control app (32 bit) process from task manager. This works but I think my PC becomes unstable.
2. My elimination method was to disable all microsoft services and enable them chunk by chunk until the problem returned. As DHCP was almost the last available service to re-enable when I discovered it, I suspect it might be a something that isn't specific to the DHCP client.
