If you mean GTA V, No!
But if you mean GTA IV
You can expect this much for 30 fps
GTA IV Settings:
Video Mode: 1080p
Texture Quality: Medium
Reflection Resolution: High
Water Quality: High
Shadow Quality: OFF
Nightshade: OFF
Anisotropic filtering: 8x AF
View Distance: 100
Detail Distance: 100
Vehicle Density: 100
Definition: On
VSync: Off

GTA IV was never properly adapted for PC. You can run it but with low settings, don't expect much out of it...

Actually, I can confirm the details I posted with a video. The i3 4130 has a HD4600 which can manage those settings.

I do believe it can, just saying not to expect much with integrated graphics and a game that is not meant to be played on it

Actually I believe it could, not on max settings though :D  You wont get more than 40 fps
