CPU VR Temperature 1 is 128 degree Celsius

Hi

This is first my post. I am facing couple of issues in my PC after I relocated from Cold city to Hot city.

My PC Configuration is below

1. Case: Lantec Airboy
2. Motherboard: DX79TO
3. Cooler Master 120V Plus
4. Processor: I7 3820 3.6
5. HDD: 3 (1 SSHD SATA, 2 Normal SATA )
6. 1 DVD RW
7. Fans: 2 Front, 3 Side (Right) , 1 (Left), 1 (Rear - Cooler Master 120V Plus fan)
8. Zotec 210 1GB Video Card
9. SMPS: 500W
10: RAM: 32GB
11. OS: Windows Server 2012 Standard
12. Software's: SQL Server, SharePoint, Visual Studio etc., More on development and no gaming

The Intel Desktop Utilities shows the below values

1. Processor Temperature: 44C
2. PCH: 46C
3. Memory: 37C
4. Ambient: 55C
5. CPU VR1: 128C
6. CPU VR2: 48C
7. CPU VR3: 44C
8. HDD: 37,37,35 (1,2,3 disk drives)
9. CPU Fan: 2343RPM
10. Processor Temperature: 44
11: CPU Front Fan: 659
12: Rear Fan: 958 ( Cooler Master 120V Plus Fan)
13. +12 ATX Power Voltage: 12.140
14. +5.0V : 4.990
15: +3.3V: 3.340
16: +3.3V Standby: 3.370
17: Memory Ch A/B: 1.5
18: Memory Ch C/D: 1.5

I have changed the thermal paste as provided by cooler master as part of Cooler Master 120V Plus Cooler Kit.

Whenever I watch the video or skype meeting after 30 mins, I am getting a warning alert VR1 Temperature is very high from Intel Desktop Utilities.

Few more points apart from this is below

1. Out 8 RAM slots, one of the RAM slot is not working. When I attach RAM, the system is not booting up , sound is coming from the system and the BIOS error code was B7. There is no issue in RAM, because I have inserted RAM in another PC and it is working fine. The system is working fine without the RAM slot filled with RAM.

My Questions are below. Please help.

1. How do I control my CPU VR temperature 1?
2. Do I need to change the mother board?
3. Do I need to change the SMPS?
4. Do I need to change the Video Card?

Please help.
