Can't boot from USB for new install

I have a bios mobo, 890fx gd65. I'm trying to install Win8 from USB. The 64gb Mushkin flash drive I have shows up in boot order but the mobo won't boot from it, just a black screen with a blinker. I then have to reset my bios each time as well, set boot order again, etc.. I've tried formatting the flash drive various ways, NTFS, Fat32, and using both the MS tool and Rufus. I've tried MBR for BIOS and GPT, all the various ways I could. There is something I'm missing here because I can boot from a DVD just fine. I can resolve this issue by booting from DVD, but as many others that come here, I want to know why this won't work and booting from a DVD will be conceding to defeat.

How did you make the USB bootable? Where did you get the W8.1 ISO from?
