Make sure you turn off physx.
Metro Last light is a demanding game with cpu and gpu.
What do you mean by bad fps?

My benchmarks results is this so your result should be higher.

In game i turn off motion blur and SSAA as i prefer to keep my fps over 30. I have not tried it yet.
What do you mean by bad fps? There are areas in the game where it can be taxing so you may experience fps drops.

i got 35 fps with ssaa 2x - 20 fps with ssaa 3x - 15 fps with ssaa 4x but without ssaa and enable physics i got 60 fps but sometimes drop to 54 fps

In case you weren't aware of it, SSAA renders the game at a higher resolution, then downsamples to your screen's actual resolution. If you're running 2xSSAA, that's 2560x1440. 4xSSAA? That's 4k load. It's not a problem with your hardware or bad optimization; a single 7970 just can't handle the game at that high a resolution with highest settings enabled, so your best bet it to just leave it off, and you might want to bring tessellation down to only high or medium to improve fps during fast action scenes (big firefights namely).
