Wireless Network Adapter Driver issue?

Not sure when this problem started, but my download speed is very slow on my laptop. Other laptops and devices in the room get about 20-30 Mb/s download and up. My computer gets about 1-5 download and 20-30 upload. I reinstalled the default wireless network adapter (Qualcomm atheros ar956x) and the speeds were back to normal for me. But after restarting the computer, or putting it to sleep and then waking, the slow speeds return. The speed is normal in safe mode. It seems like something is conflicting with the driver, but I do not know what. The laptop is a Lenovo G505s.

Is this with the laptop on battery or pluged in. Power efficiency settings can limit a wifi card.

It happens when it is plugged in and when its not. I tried removing Lenovo Energy Management but had no luck in increasing my download speeds. Somone reported that removing Catalyst Control Center fixed it for him, but after an uninstall, the speed is still slow.

I am having the same issue with my laptop my partners computer is getting 50mbps im lucky if i get 2mbps. Both connected via Ethernet problem is the same on wifi aswell. I have tried disabling AVG - no difference, I have updated all drivers, i have tried different ethernet cables and multiple settings on the hub and still no difference.
