How to test motherboard health

Config:
MB: ASRock H77 Pro-4m
CPU: Intel G860
RAM: G.skill value 2x4GB
Video: Powercolor 7850HD
Power: Antec VP-450

I've used this config for over a year.
I had issues with cooling with the standard heatsink in August. So I replaced it with a hyper 212 evo.

While I was putting it all back together, I forgot to wrap the spare legacy power cables in electrical tape. The cables touched the case. There was some sparking and the machine rebooted. Since then, I've had trouble getting ubuntu bootdisks to boot. I see the ubuntu splash screen and then it goes blank.

I have since replaced the HDD to no effect.

I tried swapping the ram slots and ran Memtest and it came out clean.

I also tried unplugging the graphics card and using the onboard graphics, to no avail. So at this point, I'm wondering whether it is the MB or the SMPS. Is there a way to test them?
