Should I get a new monitor, even if I know about adaptive vsync/triple buffering?

I have an eye on 144 hz Asus monitor because I have one that produces 60 hz and I get tears, but I keep hearing about adaptive vsync.. ? could someone inform me or should I just go with the 60 hz monitor? I see tearing, even from videos on websites sometimes.

Tearing can occur on a 60 Hz monitor or a 144 Hz monitor.
In games, simply enable v-sync to prevent this.
Adaptive sync and g-sync are improved versions of v-sync, but you don't need them to eliminate tearing.
Whatever you are seeing in videos or on web-sites is not likely tearing. Can you describe what you see?

It has a blur across the screen and it's like lightning is zapping it

I'm not sure, but here are some things you can check:
Keep cable length to 3m or less
Ensure your drivers are up to date
Avoid any active adapters and avoid VGA if you can, any of the following connections are better:
DisplayPort -> DisplayPort
DVI -> DVI
DVI -> HDMI
HDMI -> DVI
HDMI -> HDMI

In games, if you find v-sync introduces lag you can try triple buffering instead. This does use more VRAM.
