650 Watts + GPU = Will it Work?

Hello, I've found a PSU that I'd like to purchase, with a Graphics Card (XFX R9 280x) along with it. I'd like to know if the Power Supply will be able to run the card, plus my current other computer components.

My computer runs with 300 Watts right now, and in addition to the R9 280x, will this 650W PSU

be able to handle everything being thrown at it?

Explanations/Helpful Answers Appreciated.

A good quality 650W supply is fine, in fact a good 550W supply would be fine with typical components and this graphics card.
Do not buy anything from Coolmax.

Coolmax is tier 5:
Tier five - Replace immediately. These units are NOT recommended for any system, no matter the purpose. Reference to higher tiered models for a better and potentially money-saving unit

You should preferably choose something from tier 1, tier 2 class A or tier 2 class B.
You can go to tier 3 if you have to, but the supply may not last as long.

Some suggestions:
Any XFX 550 or 650W supply
Rosewill Capstone 550 or 650
Antec HCG 620 or 620M
Seasonic M12II 620
Seasonic G 550 or 650
