Computer performance decreased significantly

Hello Community.
My computer which is over 2 months old, has been having some performance issues. It rarely laggs when i am doing nothing but browsing the internet. My performance on League of Legends has dropped from 400+ spikes, to around 150~~.
I've tried closing many background programs. And i'm currently on 8% CPU usage, and 30% Ram usage.
I've tried reinstalling my GPU Driver using another software that completely removes all registry etc.
My specs are:

Intel Core i5-4690
AMD Radeon R9 290x
HyperX Fury DDR3 1866MHz 8GB
MSI H97 GAMING 3
Cooler Master 650W PSU
Windows 8.1

Performance of online games are also based on internet connection running bittorent downloads can cause huge spikes and cause problems, also spyware ie botnets,ircbots can cause problems.
I would start off by checking if your internet is being used by someone else via wifi, lock down wifi with password and encryption.
Then i would clean the machine by downloading malwarebytes and checking if someone in household is downloading via bittorrent and turn off uploads.
Then if nothing changes check your isp run speedtest check your speed and post it also your ping on LL.

Can you be more specific to the problems are you saying your fps dropped or is game hitching while you play?.
fps can drop when you turn on vsync.
What is your ping in LL and FPS?.
Cpu overheating can cause games to slow down is cpu,gpu fans fins clean,also could be possible that cpu paste has dried up it would cause the cpu temps to rise high enough to causing throttling.

It's general Performance. I experience lag spikes when i'm idling and/or surfing the web. My fps dropped significantly, now resting on 160 fps stable (vsync on so it's 144), and it can drop to 60- in big teamfights. My ping in LoL is around 25. I've not really been experiencing that my Cpu is overheating. The only component that is really heating is my GPU, which has a stock cooler so that should be normal. And i've monitored the insides of my computer, and haven't really seen any dust pile up. Also, it's only 3 months old max.

Sounds like your network settings need tuning if browsing the web is slow, what type of internet do you have?
can you run speedtest.net post results.
Only other thing that can cause this is bad sectors building on hard drive will cause general slow downs but still be useable download:
HDDScan – free HDD diagnostic utility

and run it do full surface scan.
