You might be able to play at low settings but that pc is defiantly not ideal for a game like GTA V.

You'll need at least an i5-3470 and an R9-270 2 GB to run GTA V on at least medium and get smooth performance. System requirements have not been released yet, but I'm sure that at least an FX-8350 / i7-3770 and R9-280 3 GB / GTX 770 4 GB will be the recommended specs.

resolution matters if you are on 720p or lower you will be able to run on low settings most likely

Xbox runs gta 5 720p @ 30 frames at low quality, so id say he could run the game Xbox equivalent. As far as an i3 goes, probably medium settings but it really depends on GPU.
