Computer Failing to Start

Got a weird issue at the moment and I suspect it's the PSU but since I'm on a budget and can't afford any mistakes, so I thought I'd ask you good people.

So last night the screen on my computer went blank, since I'd turned the settings up on a game I figured the GPU had overheated, so I turned the power off at the wall and went to bed.

After waking up this morning and turning the power I got nothing, but the led on the keyboard would flash faintly every 5 seconds. So I just left it, had a shower and some breakfast which took about an hour. I returned the PC but this time the lights on the keyboard (and mouse) were on, I tried to boot and it did actually boot into windows - for about 2 minutes then shut down.

Since then whenever I try to turn the computer on, I hear the fans click in, DVD light comes on then everything resets (like pushing the physical reset button), this continues on a loop until I disconnect the power from the PSU.

Prior to all this over the last week I've noticed that the system slows right down when the HDD is busy doing intensive stuff - like installing, or copying large files.

My gut says PSU, but I'm worried it could be the MOBO.

Usually this problem is caused by either the PSU or a heat related problem - check your fans to make sure they are all spinning properly. Also, if there is a lot of dust in the computer, it can reduce the effectiveness of the cooling fans. If there is very little dust, and all fans are spinning properly, the highest probability is the PSU. You can never be 100% certain until a part or parts are replaced.

Ok, so I've just tried replacing the PSU from a friends machine - it's a 550w but I disconnected everything but the Graphix card to cut back on power usage.

It booted into windows for about 30 seconds but then reset and back to the same problem where the computer reboots about 10 seconds after powering on.

I double checked all the fans and they are working. The CPU uses a water coller, I guess maybe the pump is not working - but I'm not sure how to tell.

So basically I'm stumped atm.
