Replacing motherboard + processor lead to uncommon power problem

Dear all,

I replaced my computer motherboard to upgrade the processor. When I turn on my computer I see lights and fans turn on. After approximately 10 seconds, the computer shuts off for a moment, and then attempts to power up again. This continues until I power off the computer by holding down the power button.

Could anyone please suggest me trouble shooting ideas that can help me pinpoint the issue? Is this an indication of electro static discharge?

MSI support suspects the i7-4820k processor to be too new to be recognized by my motherboards current bios. My board is an x79a-gd45. It has m-flash but does anyone know if its activated by default? I still can't get visual when I boot with m-flash and no processor.
