So I just finished building my cousin's computer and I was setting up on his desk. I started to boot it up to install Windows, but it started making a horrible sound. I checked each fan and eventually traced it to the power supply. I noticed that when I put the computer in a horizontal position, the noise stops. As soon as I start to stand the computer up in a regular position, the power supply sound starts again. Can anyone help me please? Any answer is appreciated.

This is probably coil whine. Quite common with PSU's. Get it sent back and ask for a new one

If the PSU is new or used and still under warranty, just RMA it; otherwise buy a new one.

If it is a cheap PSU, and has no more warranty, you should change it to a new one. If it is still under warranty, you can try to replace it. You can try replacing the cooler inside the PSU, but it is a little risky if you don't know what you are doing. I have had terrible noise problems with my PSU, the fix for a short period of time was to put some lubricating oil inside the PSU cooler. That worked for about 4-5 months, then the sound came back, and I decided to change the PSU.
