Yea, strip both ends of whats left of the wires coming from the fan and do the same for the power connection wires that broke, then simply connect the wires to the matching colors. Just make sure you electrical tape all the wires and keep them seperated or you'll short something out.

hi

do you have any experience in soldering wires and using heat shrink sleeving ?

if not find some one who can do this work or replace the fan

does fan connect to the motherboard or a 4 pin molex connector ?

The wire for the motherboard is OK, but the wire connecting into the fans is broken, the silver end of the wire is stuck in the port

Its probably not even worth it they way you described it. It may just be easier to look or purchase and new fan and install it. I guess you could try, but it would be extremley difficult to fix it because it broke at the fan.
