Deleting plugins and toolbars should not affect your internet connection but who knows what you may have removed.
If using wireless connection, have you tried re-creating it?
Control Panel > Network & Sharing Centre > Connect to a network
If it's a wired connection, try turning off your router then turning it back on. Give router time to establish a connection with your ISP and all it's lights to show 'okay'.
