My CPU temps and fan RPM are always high, but it's ice cold inside my case.

I've downloaded several programs to monitor temp and fan speed (SpeedFan, CpuID HWMonitor, etc.) and my temperatures for my CPU hit 60C even durinng simple tasks or games.

When I put my hand inside the case or touch the heat sink of my CPU it doesn't feel any warmer than 10C! Literally cold to the touch. Can I trust the temperature numbers these programs are giving me? Is it possible the heat sink is not even absorbing any heat? Currently the CPU load is 12% and the RPM and temp has shot up to 4500 and 54C.

Motherboard: GIGABYTE GA-990FXA-UD3
Processor: AMD FX-8350 Vishera 8x 4.0GHz
Windows 7 x64

It is a stock fan, I'd gladly upgrade the cooling system if I had to, but I'm not entirely sure it is necessary.

these are great temp your system is safe and cool what is the max temp you have on load ,i would not be afraid of overheathing at all .

Max temp has never gotten above 64C and I never see it above 60C for more than 5-10 seconds.

If you're sure there's no problem, then thank you. I will likely buy something better than a stock cooler soon, but knowing there isn't a problem is reassuring.

I didn't know you were looking for temperatures or I'd have run the program and took the screenshot while I had a game or install going. It does idle at good temps, but the fact that it reaches 60C so easily is what worries me.

If you see 80C at load on a stock cooler, it's hot but you're still in safe temps. My overclocked system with a high end air cooler maxes at 64C too, no need to worry at all

then you could get a evo 212 it if fit in your case that will lower cpu temp a lot also use some mx2 or mx4 as cooling paste they do not need cure time .
