Is my graphics card faulty? Loud noise with r9 280

Hello, my graphics card (Sapphire Dual-X Radeon R9 280 non-x version) makes a funny noise at load, and this is not to do with the fans (I have tested 100% fan spead with msi afterburner. There is no overclock.

At less than a little load (maybe 40-60%), it makes a rattling noise, but I am not sure if this is faulty. Here is what is sounds like:

(load at 0:50) turn volume up.

Could anyone tell me if there is anything wrong with the card, or if this is normal? Or will I need to return it?

sounds like fan is hitting fan shroud

How do I fix that?
Is there an easy solution?

Also, I used msi afterburner and ran my fans at 100% but there was no clicking sound. So I'm not sure if that's the problem...

Observe the card closely and confirm which fan is causing the problem. Then remove the card and examine. See if shroud is bent downward, fan bearing wobbly ..... had that problem in a SLI build once but the affected card also was pretty crappy overclocker so I returned it. Another time the shroud had a bulge on the shroud and I just trimmed it w/ an exacto knife.
