Memory clock is lower than my default clock.

I have a ATI Mobility radeon HD 4200 laptop. I know it is not the best laptop for gaming, but when i look on GPU-Z it is telling me that my current memory clock is at 397MHZ, when the default is telling me 500MHz. Is my memory clock being throttled, someone let me know. By the way, it stays the same when i am gaming also.
 
Solution
Most GPU's (especially notebooks) throttle down a bit when not under heavy load to have better battery life and stay cooler. Either that or GPU-Z is misreading it.
