Abnormally high CPU temps?

So I recently got a 212 EVO for my rig, which you can see here http://pcpartpicker.com/p/MQNHzy

However, my cpu temps are still weirdly high when idling. They go around 35 to 40C, and I don't even have it overclocked. I made sure to remove all the thermal paste using lint free coffee filters and put a small dab in the middle as I've read to do. The motherboard temps are about 30C if that matters. Are these temps normal?

Those temps are normal. Fan curves aren't aggressive at idle temps since they don't impact anything so the main goal is to keep the noise level down. If you load it up you will notice the fan speed will increase significantly over its idle speed.

Yes there normal if there over 50C to 60C there normal and 60 and above there's to much heat on them. And you should add more fan to the pc or clean them!

Yes - 35-40C idle and 45-55C gaming is normal.

But an i5 2500k isn't and on a H77 mobo and 1333 ram and a rosewill PSU.
