Better CPU or GPU for Arma 3?

Should I get a better cpu or gpu to run Arma 3 at good fps
Go from AMD FX 8320 to i5 4690k
or
Go from Radeon 7790 to GTX 760 OR 970 (depends)

A better GPU would barely make a difference whereas a better CPU would make a world of difference in Arma 3. Not that the horrible engine will make much use of the CPU anyway despite the game being 90% dependant on it.

I'd go GTX 970 and OC the 8320 and OC the 8320, Arma can make use of the cores

Do motherboards have anything to do with bottlenecking? I have a $50 motherboard

Possibly, $50 mobos aren't very optimal performers, generally don't have very good power management, BIOSs aren't updated as often, etc
