Stuttering in PayDay 2

Hey guys, I just built a new computer and so far its been kicking ass in games like BF4, BF3, Planetside 2, ArmA 3 and more, but in PayDay 2 I have been getting a lot of stuttering. Payday 2 and Planetside 2 are the only games I experience stuttering, no matter what graphics I put it at, even lowest there is still a random tiny stutter, i'm very picky when it comes to stuttering so I can't just ignore it. It happens mostly in Payday 2 even though I get 130fps average all the time, maxed out, I still get tiny stuttering randomly. I'm not as concerned with Planetside 2 because I know its a common issue and I know a lot of people who also get small stutters in Planetside 2, but in Payday it happens quite frequently and it's extremely annoying because I love Payday 2 but the small random stutters pisses me off. All my other games are fine and even when I benchmarked payday 2 the minimum was 86fps, average was 130fps, and maximum was 136fps because its capped by the game, also this is maxed out and no matter what settings I put there is still the small stutters in this game. Here are my specs:

CPU: AMD FX-6300 (stock clock and stock cooler)
GPU: Powercolor R9 270 OC
Motherboard: GIGABYTE GA-970A-DS3P AM3+
Hard Drive: Western Digital 1TB 7200RPM
PSU: Corsair CX 600W
RAM: G.SKILL (2X4GB) 1600MHZ 8gb
Operating System: Windows 8.1

I've tried many things but I can't seem to fix the stuttering, i'm pretty sure it can't be my hardware because no other game other than Payday 2 and Planetside 2 does this and no matter what settings I put it happens. Please help.

Does your case has appropriate air flow ? Stuttering is often down to thermal throttling or unstable overclock.

A simple fix for stuttering or screen tearing is to turn on Vsync so it maintains constant 60 FPS.

Yes my case has good airflow, my CPU never goes over 50 degrees and my gpu never goes over 70 degrees. As I said before payday 2 and planetside 2 are the only games stuttering. I tried v sync there are still small stutters. Is this an optimization issue with the game?
