Ping problems - No Fix from IP provider

The 16 ping I got once is the closest thing to the average of 12-13 I'm supposed to get. My sister has Rogers Internet and is 5 minutes away, and gets 12-13 constantly with a minor jump every 10 seconds or so.

-No one else is using my internet connection
-modem has been replaced for same kind and different ones many times
-wiring has been changed to new ones
-internet speed is fine on tests
-appens wireless/wired.

Now some may say this ping doesn't make a difference, deal with it, however, it does in online first-person shooters. Jumps from 13 ping to 30 causes a delay that is noticeable. And it happens all the time no whatever time of day it is.

Bought a cisco ac 1900 ea6900, bridged cgn-3. It did fix the abnormal ping variations when I pinged the gateway (192.168.1.1) however it caused no difference when pinged to anything else outside of home (google, yahoo, rogers..programs like skype, fps games, anything where real time ping can be seen)

you may want to run a tracert instead.

That will ping each server the packet travels along.

Sometimes you may have an issue at another place in the network.

Please note some systems will not reply thus timing out. This is normal.
