Extremely Low FPS, Requires Restart?

Hello -

I'm using a recently built computer (<month) with the following relevant components:

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor
Motherboard: Gigabyte GA-H97M-D3H Micro ATX LGA1150 Motherboard
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory
Video Card: XFX Radeon R9 280X 3GB Double Dissipation Video Card
Power Supply: SeaSonic 620W 80+ Bronze Certified Fully-Modular ATX
Operating System: Microsoft Windows 8.1 (OEM) (64-bit)
Monitor: Acer S220HQLAbd 21.5" Monitor

The issue I'm having is that sometimes (most times) when I load a game, any game (though my testing is largely Smite and Rift) whether it be from a fresh boot or after having the computer on a few hours to watch a movie, my fps will be very low - we're talking somewhere from one to ten. Then, I restart the computer and -usually- the issue is gone - though, sometimes, the fps is better but nowhere near the maximum that it's proven capable of sustaining for these games.

My drivers are up to date, I've checked and re-checked.

I'm largely confused by the fact that a restart seems to 'fix' the issue. Any tips or suggestions?
