I have a new i5 4690k in stock clock and cooler master hyper 212x

I just played 20 mins of shadow of mordor and this is what I saw on hardware monitor

Is this temps to high for a stock clock? and I live here in the philippines and I think my ambient temperature is 28c

HW Monitor is not always accurate. What temps do you get from bios/uefi?

Your temps are fine. Even IF HWMonitor was inaccurate, you are way below the margin of error.

If at idle, the CPU temp of 70C is way too high.

When it hit 30°c here in Bavaria during the summer, I had ambient temps of 28°c in my front room and even with a nice push/pull setup on my i5 3570K I was hitting 42°c on the CPU, so I'd say you are doing just fine and have nothing to worry about.

Even for gaming, 70C is too high. 60C maybe.

And as I said - get temps from bios/uefi rather than 3rd party software.
