GTX 760 4GB graphics card

So my friend is looking at upgrading to the new GTX 980/970 and he offered to sell me his GTX 760 4GB card. Now he's asking (calculations are rough as I live in SA) $250, as opposed to the $400 it is new here.

I play on a 1080p res monitor, looking to play games such as Skyrim with ENB textures, Witcher 2, Arma 3 and similar games all on decent settings.

System Specs as is now
GPU : GT 240 1GB
CPU : Intel Pentium G2030 3.0Ghz ( Will get an i5 in the next few months or so)
RAM : 8GB 1600Mhz
Mobo: Asrock H61M MicroATX
OS : Windows 8.1 64bit
PSU : 450w Zixaa (SA Branded, Definitely need an upgrade! )

How will this card perform? And is it worth the $250? And what PSU would I need for this card?

The CPU will be upgraded, have family who get me specials on Intel equipment so that will happen in a month or so and I live in South Africa, here cards are insanely expensive R4000=$400 which is what a new GTX 760 4GB costs here. So right now the $250 is a really good price from my friend. Any suggestions?

Pretty much the CPU ive been looking at and the PSU sounds good, but will probably go for Antec as we dont have much EVGA stock here in SA, thanks for the help!
