laptop is not formating with cd rom

i have this laptop with inbuild win8.1 pro.
i want to remove it and reinstall win 7 ultimate.
but i am unable to do this as laptop not giving option to boot from cd rom.
i used esc tab, f9 tab and f10 tap but nothing works....
some IT professionals said new laptops are made for win 8 only and you cant formate and reinstall other versions......
kindly help me out......

Your first goal is to get ANY dvd to boot. You may want to download a ISO image for a ubuntu install. You do not have to actually install it but it would at least be sure you did not have some strange bios or dvd issue. If this image boots then you need to look at what is different for you win7 disk.

It is a very different issue if the disk boots but refuses to install than a disk you never are given the option to install.
What you install has nothing to do with the interrupt method. You should always be able to get it to boot from media for example if you wanted to reinstall over a damaged copy of win8.1

You problem is likely you are using ESC and TAB you want to use ESC and then F9 or F10 directly.

I suspect you can run win7 on it since they have a user manual for win7 users for this model. There may be restrictions. Most are related to touch based screens. You are best off searching 15-r014tx which is the more common model number for that laptop.
