The 4590 is one of the best gaming CPU's, you could run a high end Sli setup if you wanted. To be honest the 760 is a little weak to be paired with it, for gaming you would be better balanced with a lower CPU and higher GPU

No your processor is enough for any card available in the market without bottlenecking it.

go with what you are going for i5 4690 is well suited for gtx 760.

If it was mine I would put a 4460 in it and use the extra money for a better GPU. For gaming the 4590 is a high end CPU but the 760 is a entry/mid range GPU.

Its really not. Its a locked processor that will easily bottleneck in games like planetside 2 and BF4. I have a 4670k @ 4.5ghz and if I go to stock speeds my framerates drop pretty substantially on a 770, and also on my new 780ti.
