is my cpu bottle necking my gpu

specs
intel core 2 quad q6600 overclocked to 3.2 ghz
Asus r7 260x graphics card
8gb PNY 1333 mhz ram
msi motherboard
arctic freezer 7 pro rev 2 hestsink
EVGA 600B 600W PSU

ok so i know where my problem is. il be playing a game getting a constant 60 fps. then my cpu usage goes to 100% and my gpu usage down to 0% and get extreme lag like 5 fps. then it will stop and then it will start again. i was thinking of upgrading to an amd x4 760k. the question i have is if i can fix it without upgrading, or this is a bottleneck and i need a new mobo and cpu.

Run GPU Z or MSI Afterburner and see the GPU load . If not 98-100% then yes

In your case , the processor likely overheats .

When you OC'ed your CPU, did you stress test it?
Did you monitor max CPU Core Temp during stress test?
Have you monitored your CPU Core Temp during one of your gaming sessions to see what happens to CPU Core Temp when GPU drops to 5 FPS?
Are all of GPU drivers up to date?
Is the MSI mobo BIOS up to date?

When you OC'ed your CPU, did you stress test it?
Did you monitor max CPU Core Temp during stress test?
Have you monitored your CPU Core Temp during one of your gaming sessions to see what happens to CPU Core Temp when GPU drops to 5 FPS?
Are all of GPU drivers up to date?
Is the MSI mobo BIOS up to date?

thats the thing my cu temps are fine while gaming. i had windows automatically install mobo drivers, so i would assume they are up to date. i did not stress test my cpu but it does the same thing on core clock. i also have an after market heat sink that came with pre applied thermal paste as well. and it says my cpu team is low when im gaming but is core team different then cpu temp.

well its normally under 50 celsius even while gaming. so what else could it be

You did not specify WHICH Model of MSI Mobo that you have?

You need to check the installed version of Windows mobo drivers against the currently recommended version of Windows and Intel drivers.

i meant temps but yes windows is up to date drivers are up to date i have no viruses i used kaspersky to scan it and it found no threats. so what do i do now
