How to completely poweroff gaming motherboard when shutdown PC?

It seems that every non-gaming mobo I've had shutdowns completely when I shutdown in Windows, however every gaming mobo such as the z97 and etc never shutdowns completely when I shutdown from Windows.

How can I get it to completely shutdown? I know it isn't shutdown because my gaming mouse is still powered on, whereas in a non-gaming motherboard the gaming mouse is not powered on when the pc is shutdown.

And also because I think lighting storms have caused issues with my motherboard starting to act wierd, but if it would completely shutdown as opposed to pretend to shutdown, then it would not be as susceptible to lighting storms and strikes, etc.

When you are referring to gaming motherboard then I assume you mean higher end motherboards. Have you tried reseating the BIOS battery and resetting your CMOS? Also I believe there should be options in your BIOS when you put your computer to sleep/shutdown and what to do concerning USB devices.

Switch the Power supply off, that's what I do.
It's to do with the Motherboards USB Ports.
What Motherboard you using?

Recently there was some bad storms. Then I noticed the issues.

My external usb drive doesn't power itself up on startup when I first turn on the PC. Ironically, if I turn the PSU completely OFF by hitting the switch, and then turn on the PC, it will supply power to the usb drive via the usb port. BUT if I do a soft reset, or when the PSU is left on and the PC is shutdown (and as you noted, it never completely shutdowns on its own unless you turn off the PSU ) and then I boot it from the usb drive doesn't get any power!

Yes once the computer is powered on, if I reseat the usb drive by unplugging the cable and plugging it back to the same usb port, it immediately gets power and works 100%.

So basically, either I have to turn on the PC from a completely powered off state each and every time to get my external usb drive to work/power-on.... OR I have to unplug the usb drive from the port and plug it back in while the PC is powered on in order to get it to recognize it !
