Lag on amd r9 270x 4gb

Hi, so i recently bought a amd r9 270x and once i started playing games on it i noticed that i was getting quite low fps, about 50 inside and like 30 outside on gta iv and with my old gpu i got about 80 outside and 70 inside, i did have my processor overclocked at the time, i thought that was the problem but it wasn't so i tried reinstalling the drivers again, that did not work. So i have no idea what to do. Also this happens on a lot of games.

System specs ( If needed)

Amd fx 6100 3.3ghz ( Was 4ghz)
Amd r9 270x 4gb version
Asus sabertooth 990fx
16gb ram
650w psu

The Fx x1xx series of cpus are notoriously poor gaming cpus due to their low IPC(instructions per clock) the previous gen of phenom IIs are actually faster when at the same clock speed. A 650w PSu should be more than enough as long as it's a decent quality unit.

Really surprised if you got over 60FPS with a 6100 overclocked in GTA IV. There was a thread similar to this last night and to my surprise, I thought the FX 6100 was comparable to the FX 6300, it isn't, it's a horribly weak CPU and GTA IV being a horribly optimised CPU dependant game; ~30FPS is about right for a stock clock FX 6100.

Your other specs are really nice!

I was beginning to think its my psu but i don't think it is. Also i get low fps on other games such as borderlands 2, minecraft (This was before 1.8) metro last light and i was going to buy a new cpu but i thought i needed a new gpu because mine was about 2-3 years old.
