Monitor out of range in safe mode

Motherboard: ASRock A55M-VHS
CPU: A8 3870k
GPU: HD 7750 (currently not connected)
Windows 7 64bit

I was having some freaky dual monitor problems involving my DVI-D to HDMI cable. If you're curious about it you can read it in this thread

Today I uninstalled AMD catalyst which went ahead and uninstalled all things AMD,

I removed the graphics card, reset mobo BIOS, connected my monitor with a VGA cable.

Starting normally, I see all the way to "Starting Windows" and then the screen goes black.
Starting in safe mode, I get the message "out of range 99.9hz/60hz" instantly after selecting to start in safe mode. I only have three options for safe mode startup: safe mode, safe mode with networking, safe mode with command prompt.

I tried a different monitor, I tried using the standard HDMI entrance, I tried replugging the graphics card. I'm confident this isn't a hardware problem anywhere, not even the cables.

Last thing I haven't tried is formatting but I'm hoping it won't come to that.
