PSU works but will not power on with green wire jumpered to gnd

I just bought a new coolmax ZX-500 to power independent hardware needing only 12V but a lot of current. I DO HAVE the famous hack (green wire jumpered to ground) but the PSU only begins to spin, then shuts off. Could it be a minimum current requirement on some rail?

Still I can plug the main connector in a motherboard and power on with the PC power button; everything works fine, even with my high-current external hardware connected (but cannot leave it that way).

I am trying to figure out still, how to get it to turn on without the motherboard!
