Copy a bootable usb drive to another usb device

Good day!
If i have a bootable usb drive with a version of linux on it, how can i copy it to another usb drive? Also what formatting would be necessary to the drive?
Is it enough to simply copy and paste the files over? I am running windows.
Any help is greatly appreciated! Thanks!

Bootable OS is installed as installer on sticks, you need the ISO copy of the OS to install on other USB stick, copy paste won't work. Just as game CD, copy pasting files to another CD won't make it another copy of the game. Get the ISO file of OS, and burn it to USB.

Even if i already had the burned file on another disk? thus, copying over the burned OS?

Nope, won't work out. Even if you have identical sticks. Take it like this, the OS installer is burned to the stick, or we can say installed on the stick, and copy pasting won't work.
