Dual monitor help pls

So basically it goes like this, my graphics card broke, they fixed it for me, now when i plug in my two monitors 1 of them doesnt work, it get recognised by windows in the resolution section, but the monitor doesnt display any image, the monitor works fine has power and say ssomething along the lines of turning off for power saving or something, well now, i believe it is in the bios setting i need to reenable it coz i was playing around there when my graphics card broke down coz i was trying to fix it :C. i got a asus z87-C motherboard and a gtx 760 gygabite gpu.
 
Solution
Yeah if something goes wrong with one of the thousands of connections on the card itself I'm not sure how they would find much less repair it. If it was a software issue then you could probably fix it by installing the latest drivers.

Unless it's a pretty high-tech place or you know them fairly well, I'd say you're getting ripped off.

You could always try to troubleshoot it in another desktop.

Both ports work properly, I checked with the "working" screen I just can't seem to get the other screen to work :/

But about your question, I would try a different cable. At least eliminate the possibility of any cheap components being bad before you spend another chunk of cash taking your card back in.

I changed cables didn't work, thing is my pc recognises the screen and sees that it is there but my screen wont turn on for any apparent reason

Hmmm. The only other thing I can think of is what geofelt said. (Not to insult your intelligence, just for thoroughness, after all even the best of us have brainfarts from time to time)

Another update, I have checked the screen on another laptop and it works fine, so does the cable obviously, so this is either a fault in my GPU or a software fault. On the other laptop it autodetected it so that isn't the case aswell
 
What inputs do your monitors have?
Your GTX760 will have two dvi dual link outputs.
But only one of them can pass out analog signals which are needed to attach via a dvi to vga cable.

It is those 4 little pins around the slot pin that carry analog signals.
You will need a cable that handles them if you are connecting to a vga input on a monitor.

I had this setup before man, same pc same monitors all man, just that my graphics card broke down and took it to fix it, all fixed now supposedly and well the same way it was working before it should work now right, haven't changed a single thing. It is DVI to HDMI to monitor 1 which is working; DVI to DVI to monitor 2 which aint working ( there are four pins on the cable connecting to the pc) So I guess it isn't that :/ I can't even get the monitor to turn on after I remove the first monitor aswell, seems it doesn't want to work with my pc for some reason.
 
I presume you have swapped cables and moinitors around to ne effect.
I conclude that your card is still defective and has not been fixed properly.
Do you trust the repair place?
I would not think many would have the ability to fix a graphics card.
