My original part list consisted of a budget gaming PC with a athlon ll x3 455, powercolor radeon 7750 1gb,two A-Data XPG Gaming Series 4GB (1 x 4GB) DDR3-1600 Memory,MSI 970A-G43 ATX AM3+ Motherboard, two older HD I had laying around one a 160gb the other 250 both at 5400rpm, and a Corsair Builder 500W 80+ Bronze Certified ATX Power Supply. I run windows 8.1. I now have the fx-8320 over clocked to 4.2 GH with a Cooler Master Hyper 212 EVO to keep it cool. Then my graphics card to gigabyte radeon r9 270 oc edition. I am looking to upgrade a few parts and wanted some suggestions. Would it be better to upgrade the motherboard or my HDD first. Suggestions? If it is the HDD I am looking to a ssd for boot and at least a1tb HDD. The computer is for work and gaming. I want parts that would be best for the money. Thanks.

Both those hard drives are poop. I'd get at least a 7200rpm one, although unless you're filling up your existing hard drives, I'd just get a 256GB SSD and see if that works for you.

Upgrading the power supply is not going to improve performance per se, it's more a matter of ensuring the safety of your system. The Builder series is not known for its reliability.
